What this is and is not
- An outside-in measurement of public infrastructure. It does not see contracts, sub-outsourcing chains you have not disclosed, or internal systems.
- It supports your own assessment under DORA Art. 28 and 29; it is not a certification and does not replace your judgement or your auditor's.
- We need only vendor names or domains. No customer data, no credentials, no access to your systems.
Questions
What does DORA require on ICT concentration risk?
Before entering into a contract on ICT services supporting critical or important functions, financial entities must assess whether it leads to ICT concentration risk, including whether the provider is not easily substitutable and whether several contracts depend on the same or closely connected providers (Art. 29 of Regulation (EU) 2022/2554). Art. 28 requires a strategy for ICT third-party risk and a register of information on all contractual arrangements.
How do you measure concentration?
For every vendor we resolve the endpoints and determine the hosting, DNS, CDN and e-mail provider from public DNS, routing and certificate data. Per layer we compute the Herfindahl-Hirschman index (0–10,000) over vendors, and separately over vendors marked critical.
How is this different from a security rating?
Security ratings score a vendor's own exposure. This assessment shows which shared providers your vendors depend on, so you see where one outage hits several critical functions at once.
What do you need from us?
The list of ICT third-party service providers, ideally with the ones supporting critical or important functions marked. An export of your Register of Information or a spreadsheet is enough.
How fast is the first report?
The measurement itself runs in minutes. The report is ready once the scope is confirmed and the list is prepared.
